CBNRM Monitoring and Information Officer (2 positions)
Reports to: National Monitoring and Information Officer
Terms of Reference: CBNRM Monitoring and Information Officer- Zambia
Resource Africa (RASA) in partnership with Community Leaders Network (CLN) Zambia
CBNRM Association has implemented the development of a National (Regional)
Monitoring and Information system to enhance data collection, data storage, facilitate
learning, collaboration, and foster decision-making by various CBNRM stakeholders.
This innovative system is designed to enhance the capacity for communities’ data
collection and analysis, improving decision-making processes. It seeks to improve
routine data collection at the community level and provide relevant information to
national association office, national governments, government departments, project
implementers, community-based organizations, and local people. The system enables
near real-time data reporting, thereby enabling timely responses and decision-making
while supporting data collection at regional, national, and global advocacy levels.
Zambia CBNRM Association works with over 200 Community based organisations
across the country such as CFMGs, CRBs, VAGs, Community Trust, Community
Development Associations and other community based natural resources management
groups to enhance community participation in conservation and contribute to improved
livelihoods. In the first phase of the programmes, we worked with CBOs in selected
areas, and this would be expanded to 20 CBOs across the country. The following will be
the key focus areas; Nsefu, Malama, Mkhanya, Jumbe, Msoro, Kakumbi, Chibuluma,
Mulendema, Kabulwebulwe, Kahare, Mubambe, Sandwe, Luembe, Mwanya, Tembwe,
Chikwa, chifunda, Nsama, Mukungule, Shikabeta, Kasempa
To ensure the effectiveness of the project, it has been recommended that we recruit two
supporting M&I Officers to enhance the project’s functionality by covering all the areas
and ensuring that this is done within the given timeframe. The Officers will play a critical
role in improving the system’s functionality, facilitating the transition to the new reporting
processes.
Responsibilities/Duties of the Monitoring and Information Officers
1. Data Collection and Analysis
o Collaborate with CRBs and local communities to collect accurate data.
o Analyze data to generate reports that support informed decision-making
and policy formulation at community, district, and national levels.
o Write monthly reports, quarterly reports, project progress reports, and
lessons learned.
o Document human interest stories, blogs, and trends from the
communities.
2. Capacity Building and Training
o Conduct training for CRB members and local stakeholders on data
collection techniques, system usage, and reporting standards.
o Provide on-site and virtual support to ensure communities understand and
effectively utilize the system.
3. System Monitoring and Reporting
o Regularly monitor the functionality of the information system to ensure
effective operation.
o Submit detailed monthly reports on data trends, system performance, and
challenges encountered during the data collection period and
implementation.
4. Operational Support
o Assist CRBs in transitioning to the new system by providing timely
technical support.
o Identify and address challenges to successful data reporting and system
usage.
Qualifications
Bachelor’s degree in Monitoring and Evaluation, Development studies, project
management, Information Systems, Natural Resources Management, or a
related field.
At least 3 years of experience in data collection, analysis, and reporting,
preferably in community-based natural resource management.
Proficiency in data collection tools and software, including mobile-based
applications.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills.
Experience in training and capacity building at the community level.
Ability to work independently and collaboratively in diverse environments.
Familiarity with CBNRM frameworks in Zambia is an added advantage.
